Paul Fettuccia
President
Over a 30-year career, Paul Fettuccia has held various positions in the telecommunications industry: from Time Warner Cable Field Technician, to Intermedia Communications Engineering Manager, to President and CEO of ANS Advanced Network Services LLC (ANS), a division of Charge Enterprises. Since taking over as President and CEO, Paul has led an aggressive expansion of the company’s services and footprint, including adding new employees, extending the company’s physical presence and expanding the ANS product and service solutions. ANS’ reputation has secured a robust account roster, including a variety of high-profile customers from Verizon Wireless, Federal government agencies and Universities, among others.
Additionally, Paul has made ANS a fast-growing provider in the important Distributed Antenna Systems (DAS), Private Long-Term Evolution (LTE) and Citizen Broadband Radio Services (CBRS) market segments. Newly expanded services include; DAS Remote Monitoring and Maintenance Services, AC Power and EV Charging Stations. Paul’s additional responsibilities include spearheading the expansion of Charge’s robust infrastructure business model, including EV Charging Station offerings. ANS’s 5G technical expertise and stellar reputation in the telecom industry serves as a perfect fit.
Prior to his current role, Paul was appointed Vice President and General Manager of ANS in 2002, wherein he established relationships with Verizon Wireless and Verizon (landline) as well as AT&T as a “turf” vendor. He also spearheaded the company’s expansion into Tower Services and Power Services. Paul joined ANS in 1999 as Director of Engineering, leading the implementation of the TL9000 Quality Systems and the redefinition of Project Management Systems, while also serving as the principle Sales Engineer.
Paul received his Bachelor of Science in Engineering from the Watson School of Engineering at Binghamton University and his Master’s in Telecommunications Network Management from Syracuse University. Paul has been an active member on the New York State Wireless Association Board of Directors, serving on the Executive Committee as Secretary and, as of December 9, 2021, President.
Paul is a resident of Rensselaer County, NY, a proud father of two boys and an avid golfer. When time permits, you might find Paul enjoying his homemade red wine and a fine home-cooked Italian meal with friends and family.
Lee Morreale

After a long successful career in finance, Lee took the plunge into the wireless industry in 2012. Lee has excelled quickly through numerous roles within the industry. He thrives at cultivating relationships with end-users in the full wireless infrastructure eco-system including tier 1 carriers, rural carriers, OEMs, turf vendors, and general contractors. Lee has worked at trade shows and state association events developing business nationally while managing teams working on inside sales, outside sales, and marketing.
Lee lives in New Jersey with his wife Estee and their three children. In his free time, Lee is active in local charities, enjoys trying to play guitar, records his podcast Two Idiots and an Expert, and yells at the TV when the New York Rangers are playing.
Robert D. Gaudioso

A partner at Snyder & Snyder, LLP since 2000, Robert has successfully litigated wireless telecommunications and public utility cases in Federal District Courts and State Courts in New York, New Jersey, California, Massachusetts, Arizona, and New Hampshire. He has successfully represented a national developer in a breach of contract case against a municipality resulting in a favorable settlement more than 30 million dollars. Robert has personally appeared before countless land use boards in New York City, Westchester, Rockland, Putnam, Dutchess, Ulster, Nassau, and Suffolk Counties, and throughout the State of New York.
A tenacious leader in his firm as well as an influential industry contributor, Robert has been continuously named on the New York Metro Super Lawyers list since 2013. He applies his skills beyond the call of duty as the Vice President of Regulatory Affairs for the New York State Wireless Association, as well as Vice President of Operations for a Condominium Board and Vice President of a Homeowners Association.
Due to his extensive experience and knowledge, Robert frequently lectures and has been published in leading wireless communications industry journals on topics such as Federal Telecommunications Law, FCC Regulations, Small Wireless Facilities and DAS, 5G Technology, Public Safety Radio, FirstNet, Drones, and the Internet of Things (IoT).
Before joining the firm in 1994, Robert graduated cum laude from Pace University School of Law School (J.D.), obtained a Master of Law in Environmental Law, and a Bachelor of Science summa cum laude from Stony Brook University. He is admitted to practice law in New York and New Jersey, and in the United States District Courts for the Southern, Northern and Eastern Districts of New York, and the District Court of New Jersey.
Heather Douglas Wilkins

As VP and Chief Commercial Officer, Heather leads sales + marketing efforts for HCI Energy and is responsible for growth, expansion and partnerships for HCI’s unique hybrid energy solution.
Heather joined HCI Energy in February of 2023 bringing her industry experience from the telecom sector to bolster their energy product set to solve for power solutions that support even the most remote communication needs. She previously worked at Innovative Driven with a focus on data migration to the cloud and solving challenges leveraging ID’s suite of solutions, but has spent over 20 years in the telecom industry, working for both Crown Castle (CCI) and American Tower (AMT). She has held various roles leading sales, legal, innovation and strategy. Prior to her time in the telecom sector, she worked as an attorney in real estate, insurance defense, and M+A for private firms in the Greater Boston area. She leverages both her legal and sales background to also support non-profit efforts helping vulnerable women out of crisis at Designed For Joy.
Lucia Chiocchio

Lucia is a Partner and Vice-Chair of Cuddy & Feder’s Telecommunications Practice group. She concentrates her practice in zoning and energy law, with an emphasis on telecommunications. Her background in environmental engineering allows her to integrate technical experience into her representation of landowners, developers, and the telecommunications industry.
She uses her multi-disciplinary experience and extensive knowledge to manage consultants and formulate approaches to successfully advance projects through complex and sometimes controversial permitting and approval processes. For a major wireless carrier company, Lucia successfully secured state agency permits and local municipal approvals for a number of controversial infrastructure projects. Lucia has a proven record of developing strategies to achieve client goals and avert litigation. When litigation is inevitable, her strategies result in a sound record. She regularly appears before municipal and state boards, commissions, and agencies. She frequently lectures at Continuing Legal Education Seminars on land use and zoning issues.
Prior to becoming an attorney, Lucia had a successful engineering career where she served as a project manager for several utility clients. The various projects she administered included energy efficiency rebate programs, water/wastewater treatment facility operations, and management and telecommunications design.
Lucia received her master’s degree in Environmental Engineering from Manhattan College and her Juris Doctorate from Pace University School of Law.

Emily McPherson

Ms. McPherson brings 10 years of Engineering and Project Management experience in the Wireless Telecommunication Industry. In her current role at Airosmith Development, Emily wears two hats: overseeing a team dedicated to delivering end to end site acquisition services for the Verizon Upstate NY (UPNY) market, as well as managing a team responsible for performing RF exposure analysis and mitigation recommendations for Airosmith’s wireless carrier clients.
Emily started in telecom in 2012 as an RF Engineer at Verizon. While in that role, Emily acted as the RF design lead for the initial small cell deployment in the UPNY market. Later, she transitioned to a senior Project Manager position at Verizon, where she managed embedded base upgrade projects from end to end. Before joining Airosmith, Emily was the Engineering Manager at Tilson Technology Management where she led a team responsible for the design and deployment of a wide variety of fixed wireless communication networks.
Emily received her Bachelor of Science in Electrical Engineering from Rochester Institute of Technology (RIT) in 2010 as well as her Master of Science in Telecommunications Engineering Technology from the RIT in 2016. She has been an active member of the Industry Advisory Board for RIT’s Communication Networks Graduate Degree Program since 2017. Emily is a certified Project Management Professional (PMP) and is a member of the Rochester Chapter of the PMI Organization.
In her spare time, Emily coaches a girls 14U travel baseball team that competes in tournaments around the country.

David Bronston

Kristin Duffy

Kristin Duffy is the Director of AT&T Legislative & External Affairs, where she plans, coordinates and implements activities for achieving AT&T’s state legislative, regulatory and community objectives. In coordination with AT&T’s New York State President, Duffy directs lobbying activities, manages stakeholder relationships, and implements community investment—including directing and managing AT&T Foundation grants, contributions, and memberships. Duffy is also responsible for engaging key elected officials and policymakers throughout the state on a number of issues impacting business and works to cultivate dialogue between these elected officials and industry leaders to create sound public policies that will positively impact the residents of New York.
Duffy has over 17 years of experience in policy and politics. Prior to coming to AT&T, Duffy was the Government Affairs Manager for the Northeast at Nurse-Family Partnership, where she directed the state legislative and regulatory agenda for New York, New York City, Connecticut, Rhode Island, and Vermont. Duffy also worked as the Director of Government Relations for the American Heart Association, leading their political agenda and grassroots advocacy and prior to that with the NYS Nurses Association. In 2021, Duffy was named a “40 under 40” Rising Star by City & State, “Albany’s Next Generation of Political Leaders.”
Duffy has a Master of Public Administration degree from Syracuse University and a Bachelor of Arts degree from the University at Albany. Duffy is located in Rexford, New York where she and her husband are raising their family.

Christopher B. Fisher, Esq. is a founding board member of NYSWA and served as its President from 2012-2018. He currently serves as NYSWA’s State & Local Government Affairs Advisor continuing educational and industry efforts with federal, state and municipal officials to accelerate wireless growth across New York. Chris is also a member of New York State’s Cellular Taskforce created in 2019 and appointed by Governor Cuomo to serve as an industry representative.
Under Chris’s leadership, NYSWA established its Wireless Forum Conferences in NYC, championed NYSWA’s charitable efforts to support workforce training of military veterans for high paying jobs in the wireless sector, published a statewide wireless economic impact report, expanded relationships with the FCC in Washington and State leaders in Albany. His focus was to provide new and improved opportunities for NYSWA members to do business in New York and meet the wireless needs of the public.
Chris is also a member of WIA’s Innovation and Technology Council and has chaired prior working groups focusing on municipal government relations and small cell policy. Chris also serves on the Board of the Westchester County Association and leads its technology efforts. Chris also contributes to the wireless industry national where he focuses his efforts on mobile infrastructure deployment.
Chris is Managing Partner at Cuddy & Feder, LLP, a New York based law firm where he chairs the firm’s Telecommunications Practice Group and is a past chairman of the firm’s Land Use, Zoning and Development Practice Group. He has provided wireless operators, tower companies, DAS and small cell developers with real estate, municipal franchising, zoning, environmental, litigation and other siting legal services for over 25 years.
Tom Wiseman
Tom Wiseman is the Director of Business Development for RAMAKER and Associates (a nationally based Architectural and Engineering firm). Tom has over 25 years in Telecommunications and Architectural/Engineering Services. Throughout his career, he has worked at various levels and roles of managing the design and construction development of wireless systems throughout the Northeast, as well as national accounts. He began his carrier at Fairleigh Dickinson University where he completed his studies in Construction Engineering. From there he advanced through the ranks to become partner and COO of an Architectural firm focused primarily in Telecom. Following the path of Telecommunications, he moved into a national role with Ericsson and managed the T-Mobile and then AT&T site implementations from Site Acquisitioning through construction. His path finally led him back to his roots in Architectural and Engineering where he currently heads up RAMAKER’s NJ office in Woodcliff Lake. After opening the doors in 2015, He began growing and expanding the presence of RAMAKER in the northeast and managing the overall operations and staff. Today he is focused on overall companywide Business Development and company partnerships both locally and nationally. Tom is a very hands-on person who still enjoys getting in the field and on sites to see and learn new ideas and technologies within the industry.

Prior to Tectonic, Ed worked for LCC and had his own site acquisition firm. Ed has degrees in Law Enforcement and Psychology. In his spare time Ed serves as a director on multiple boards, and you can usually find him with his horses at national reining competitions.
Stephen Ruzzo

Steve Ruzzo has over 23 years of telecom experience, utilizing his engineering background managing the design and development of wireless networks throughout the Northeast for carriers and tower companies.
Steve started his career with Ericsson in 1996 on the AT&T Wireless launch in the New England Market. He soon transitioned over to Omnipoint (now T-Mobile) for their network launch in New England and onto Build-to-Suit tower company Unisite (now American Tower Company) developing towers in the Northeast. Steve took an opportunity to expand his carrier experience developing sites for Sprint with Tectonic Engineering and eventually advancing to manage engineering plan development for all the wireless carriers. Steve joined National Grid Wireless (now Lightower) in 2002 spearheading their efforts to attach the wireless carriers to National Grids transmission assets throughout New York and New England. He became more involved in the expansion of Lightower’s national tower portfolio until sold to SBA in 2008. In 2009, he returned to T-Mobile and for the next 8 years managed the upgrade of their network through both 3G and 4G technologies. In 2016, he joined Ecosite, managing Build-to-Suit towers in the Northeast markets for the past 3 years. Steve is now working on 5G modifications for Verizon Wireless in Upstate New York with Pyramid Network Services.
When Steve is not deep into developing sites, he is enjoying watching his son develop in school, sports and music, and often finding himself coaching hockey baseball and lacrosse.
Leslie Snyder

Leslie J. Snyder is the Managing Partner at Snyder & Snyder, LLP. Leslie has developed a unique practice involving real estate and telecommunications matters. She has extensive commercial real estate, zoning and land use expertise. With over 25 years of experience, Leslie has negotiated leases and procured governmental approvals for switching facilities, distributed antenna systems (DAS), small cell facilities, and other vital telecommunications installations. She is a frequent lecturer on zoning and environmental issues involving the development of wireless infrastructure. Leslie is a former Town of Harrison attorney and currently serves as a director of the Westchester Municipal Planning Federation. Leslie graduated summa cum laude from the University of Pennsylvania and holds a J.D. degree from the New York University School of Law.
