Stephen Banks KMB Design Group, LLC sbanks@kmbcompanies.com Founding Member of KMB Design Group, LLC and is responsible for the executive management and leadership of KMB’s Telecom Division. Mr. Banks is a proven professional Civil/Structural Engineer and Executive with over 20yrs experience in both the United Kingdom and the USA and is an industry leader having provided professional consultation on over 25,000 telecom projects worldwide. Mr. Banks earned his Bachelor of Science in Civil Engineering from University of Sunderland, studied Contract Law at the University of Leeds, is a member of the Institution of Civil Engineers, the Engineering Council, The American Society of Civil Engineers and is a licensed Professional Engineer. Mr. Banks started his career in the UK designing telecom networks for Hutchinson 3G, British Telecom, Vodafone and Orange moving to the USA in 2002. Mr. Banks is a founding member of KMB Design Group, LLC which is a national telecom design and deployment company licensed throughout the USA, Puerto Rico and the UK. KMB has been ranked as one of the top 25 telecom design firms and top 10 tower and antenna firms in the USA for the last 5 years.

 

Jane Builder

Jane Builder T-Mobile jane.builder@t-mobile.com Jane Builder is T-Mobile U.S.’s Northeast Senior Manager for Development – Engineering Division. Her focus for the past 14 years has been to support T-Mobile’s network objectives with the public sector. She deploys innovative strategies; navigating roadblocks created by all types of governmental and public entities. She leads development projects and teams, integrating development functions with public affairs and lobbying efforts to achieve network enhancements. Prior to joining T-Mobile, she served as an Administrative Law judge in the Giuliani administration, and practiced civil litigation. She has a J.D. with a concentration in Environmental Law from Pace University, and a Masters in Public Administration, from NYU’s Wagner School of Public Service.

 

Doug Dimitroff Phillips Lytle LLP ddimitroff@phillipslytle.com Douglas W. Dimitroff is a partner at Phillips Lytle LLP where he is the leader of the firm’s Telecommunications Practice Group. He has nearly 20 years of experience in telecommunications matters, representing telecommunications carriers, infrastructure providers, and numerous other clients involved in the telecommunications industry. His representation has included transactional and litigation matters, such as zoning and land use matters for wireless telecommunications carriers, tower owners and developers; and site leasing work, site development and asset sales and purchases throughout the U.S. He also has particular expertise in Distributed Antenna System and other small cell networks where he is involved with both business and regulatory aspects. Additionally, Mr. Dimitroff was a co-founder of the New York State Wireless Association where he served as president for over five years. He remains an active member of the board of directors.

 

Tom Erwin

Tom Erwin is a Senior Project Manager at Pyramid Network Services. Additionally he also serves as Pyramid’s Corporate Real Estate Trainer as well. Tom currently heads up a team of site acquisition and zoning specialists working for Verizon Wireless. Over the past 18 years he has worked for all the major wireless carries including Clearwire, AT&T, Sprint, T-Mobile, and Verizon Wireless. In addition to working for these wireless carries, Mr. Erwin has also completed site acquisition and zoning for Cayuga and Madison Counties in New York. Tom is also a current and founding Board Member of the New York State Wireless Association (“NYSWA”), formed in 2007, and has participated in numerous initiatives and on many committees during his tenure. He currently serves on both the Regulatory and the Events Committees. Tom has served as Chair or Co-Chair of the NYSWA Annual Fall Charity Golf Classic for each of the last eight years.

Paul Fettuccia Advanced Network Services, LLC pfettuccia@anscorporate.com Over a 30-year career, Paul Fettuccia has risen through the ranks: from Time Warner Cable Field Technician, to Intermedia Communications Engineering Manager to President and General Manager of Advanced Network Services (ANS). Since taking over as President and GM in 2013, Paul has led an aggressive expansion of the company’s services and footprint. In his first 18 months, Paul added over 40 new employees, extended the company’s physical presence into the Florida and Mid-Atlantic regions and added T-Mobil, AT&T and Sprint to a robust account roster that already included Verizon Wireless. Additionally, Paul has made ANS a fast-growing provider in the important Distributed Antenna Systems (DAS) market segment. Paul joined ANS in 1999 as Director of Engineering, leading the implementation of the TL9000 Quality Systems and the redefinition of Project Management Systems while also serving as the principle Sales Engineer. Paul received his Bachelor of Science degree in Engineering from the Watson School of Engineering at Binghamton University and his Master’s Degree in Telecommunications Network Management from Syracuse University. He currently serves on the Board of the New York State Wireless Association. Paul is a resident of Rensselaer County, NY, an avid golfer and boater and the proud father of two boys. When time permits, you might find Paul enjoying his homemade red wine and a fine home cooked Italian meal with friends and family.

Anthony B. Gioffre, III Cuddy & Feder LLP agioffre@cuddyfedder.com Anthony B. Gioffre III is a partner in the law firm of Cuddy & Feder LLP and is the Chairman of the Firm’s Land Use and Zoning Department. Mr. Gioffre regularly represents wireless carriers, tower companies and the telecommunications industry in federal, state, and local land use and environmental permit applications and related litigation throughout New York and Connecticut. Mr. Gioffre serves on the New York State Wireless Association Board of Directors and is the Chairman of its Regulatory Committee. He is admitted to practice in New York and Connecticut, as well as the United States District Courts for the Southern District of New York and the State of Connecticut. Mr. Gioffre is also a New York State approved real estate instructor and frequently lectures and publishes articles on wireless siting, land use and zoning issues. Mr. Gioffre received his B.A. from Boston College and his J.D. from Pace University School of Law.

 

Esme Lombard VELOCITY MADE GOOD, Inc. esme.lombard@gmail.com As a consultant Esme brings over 17-years of nationwide experience in telecommunications ranging from end-to-end project management to government relations and external affairs. Esme graduated from the University of California at Irvine (BA, 1994) and obtained a Master’s from Pace University’s Lubin School of Business (MBA 2006). Esme holds Masters Certificate’s in Project Management, Project Management for IT Professionals and Applied Project Management from Villanova University. Esme provides consulting services to industry businesses in the areas of marketing and infrastructure development.

Sarah McAndrew Pyramid Network Services, LLC smcandrew@pyramidnetworkservices.com Sarah McAndrew is a relative new comer to the telecommunications industry. She has a background as a real estate paralegal and brings that knowledge to the telecom field. Sarah has quickly adapted to the ever changing telecom field. She works with Pyramid Network Services as Project Coordinator for Verizon Wireless in Upstate New York. She coordinates all aspects of new build and small cell projects from inception to completion. In addition, Sarah is a Project Manager for network enhancement projects within the Upstate New York market. Sarah serves on the Events committee and as a volunteer at various events put on by NYSWA as well as co-chairs the annual Fall Classic Golf Tournament. Sarah currently resides in Rochester, New York and has started work on her MBA from the Simon School of Business at The University of Rochester.

 

Elizabeth Masters Crown Castle elizabeth.masters@crowncastle.com Elizabeth Masters is the Crown Castle District Manager for New England, Upstate New York, and all New York State-Owned infrastructure managed by Crown Castle throughout the state. Ms. Masters leads a team responsible for helping all the major wireless carriers reach their real estate and construction deployment goals across a portfolio of over 2,000 towers, rooftops, venues and other infrastructure. Her team also works closely with a number of state agencies, municipalities, and non-traditional clients to provide infrastructure solutions and deployment services. Ms. Masters has held a variety of positions at Crown Castle which inform her well-rounded understanding of the wireless infrastructure business and clients’ goals. Ms. Masters earned a Bachelor of Science degree in Business Administration with a concentration in Finance from California State Polytechnic University, Pomona.

 

Tom Marciano Consultant tmarciano@globalconsultllc.com Mr. Marciano has over 26 years executive management and hands-on experience in the wireless/telecommunications and real estate/construction industries. From 1989-1993 Mr. Marciano held various management positions with NYNEX Mobile (now Verizon Wireless) and Comcast Cellular (now AT&T). He was recipient of the NYNEX Chairman’s Award for Outstanding Achievement in Cell Site Development (1990). Mr. Marciano founded and operated a nationwide site acquisition/project management firm from 1993 – 1999. This firm was sold to a nationwide engineering firm. He then became a senior consultant to Sirius Satellite Radio to manage deployment of its nationwide terrestrial repeater network (1999 – 2001). In 2001, Mr. Marciano co-founded a nationwide in-building wireless development company which successfully raised $5m in funding and was eventually bought by a nationwide wireless aggregator. From 2003 to 2007 he served as a senior consultant to Richard Connor Riley and Associates; performing business development, management of senior staff and client management for this nationwide law firm specializing in telecommunications real estate services. In 2008, Mr. Marciano joined Red Wing Enterprises and served as its President through 2015. He remains an owner and board member of Red Wing Enterprises. He is also currently serving as a management and business development consultant to the wireless industry. He holds a Bachelors Degree in Business Management from the State University of New York at Fredonia and has completed graduate studies at Pace University and NYU.

 

Joe Messineo AT&T jm0509@att.com As Mobility Sales Director, Joe Messineo is responsible for all aspects of wireless sales management for New York government agencies, public schools, and Universities and Colleges across the state including New York City. An 11-year wireless industry veteran, Messineo joined the company in 2003 and has held various Sales leadership roles that have included Business Sales Manager, responsible for customer sales and retention for business accounts of all sizes throughout Upstate New York. In addition, he managed a statewide team of business account managers responsible for driving AT&T wireless benefits to employees of both business and government accounts. An advocate for the communities where AT&T employees live and work, in addition to serving on the board for the New York State Wireless association, Messineo also served on the membership committee of the Rochester Business Alliance and currently serves on the Parks, Recreation and Athletic Review board for the Town of Webster. Messineo graduated from Medaille College in Buffalo, New York and holds a Bachelor’s Degree in Business Administration. A life-long resident of upstate New York, he currently lives with his wife, son and daughter in the Rochester area.

 

Kevin J. Russ, PMP

Kevin J. Russ, PMP T-Mobile USA, Inc. kevin.russ32@t-mobile.com Kevin J. Russ, PMP is Project Manager – National Development with T-Mobile USA. He has over 20 years experience in project management, 14 of them in telecommunications nationwide. He started his career in ski lift construction and switched to telecom were he has worked on both the carrier side of the industry as well as the vendor side. He started in telecom at Wireless Edge and has worked for Black & Veatch and AT&T. Kevin holds a Master’s Certificate in Project Management and Applied Project Management from Villanova University.

Michael Jones HPC Development, LLC mjones@hpcwireless.com Michael Jones is the Vice President of Business Development with HPC Wireless Services and oversees all existing new and existing client business opportunities and client and vendor strategic partnerships. He has over 20 years of telecommunications experience in the Tri-State Metro area, the northeast as well as national program and client management. During his telecommunications career Michael has held various management positions on both the carrier side of the industry as well as the vendor side, ranging from his start with ArcNet Architects to Sprint Nextel in addition to WFI. Prior to joining HPC, Michael was most recently Director of Business Development for Nexlink, where he was responsible for existing client relationships and new business development in the eastern half of the US. Michael holds a BS in Architecture from Temple University.

 

Adam Walters Phillips Lytle LLP awalters@phillipslytle.com Adam S. Walters heads up one of the leading land use and zoning law practices in New York State, and is intimately familiar with the complex challenges that often exist in obtaining zoning approvals. His successes are evident in obtaining land use approvals for difficult sites, particularly raw land builds, across New York State. His involvement includes site plan reviews; special, restricted, and conditional use permits; area and use variances; and rezonings; as well as coordination of zoning reviews with Environmental Impact Reviews pursuant to the State Environmental Quality Review Act and the National Environmental Policy Act. As Practice Group Leader of Phillips Lytle’s Land, Environment & Energy Practice Group, Mr. Walters’ background offers the unique perspective of the environment with respect to the siting of telecommunications infrastructure. Mr. Walters is a founding board member and served for seven years as Secretary of the New York State Wireless Association.

 

Mona Samaan

Mona Samaan Airosmith Development msamaan@airosmithdevelopment.com Mona Samaan, Vice President of Operations brings 20 years of experience to Airosmith Development. In her role, she is responsible for our day-to-day operations and leads the company’s strategic planning and growth planning efforts. Mona has extensive experience in the telecommunications industry, and has managed market build outs for many of the nation’s largest wireless service carriers and satellite communication companies. Previously, she was the Senior Vice President of Business Development for a highly diversified, full service engineering and construction management firm. Hereceived her B.S. degree in Civil Engineering Technology from the Rochester Institute of Technology. Ms. Samaan is an active member in Women Presidents’ Organization and was a founding board member of the New York State Wireless Association.
